Review on the policy background of “ returning grazing - growing project ” in this thesis , and then describe the deterioration circumstance and reasons of prairie with the researched fruits from foreign and our country and summary the project implementation circumstance ; secondly , analyze the project effect through compare the ecology condition effect before and after the project implementation ; analyze the problem existing in the project implementation with the theories of grass - animal balance and game and willing demand . the “ returning grazing - growing project ” made certain fruits and experiment on the whole since the project implementation in inner mongolia region ; but there also exist some problems ; then put forward the following measurements in order to help the project implement successfully
本文以国家“退牧还草”政策为背景,在国内外相关研究成果的基础上,结合对内蒙古草原生态退化状况及原因进行分析,对内蒙古“退牧还草”工程实施状况进行了总结;将项目实施前后草原生态状况、牧民生产生活状况加以对比分析,并综合运用意愿需求分析、博弈论以及草畜平衡理论,以探讨内蒙古“退牧还草”工程的实效与实施过程中存在的问题。
